This proposal notes a lack of access to water and sanitation, lack of empowerment, insufficient and inefficient allocation of funds, and insufficient scalability of current solutions as major challenges. The team recommends increasing access by creating a water bonds market, building existing resource capacity by changing incentives and establishing financial and organizing tools for better oversight and ownership.
