This proposal cites insufficient resources as well as access, funding, and scalability of existing solutions as major challenges. The team recommends implementing community-run micro-grids, enhanced by stakeholder engagement and planning, and financed by large loans to the community water cooperative. Payments can be made through cash and mobile payment; loan repayment is reinvested and royalties provide ongoing revenue.
