This proposal notes insufficient demand for payment to support current water and sanitation resources. The team recommends focusing on women and children and involving strategic partners to build an Oasis center, a collection of business that are run by local entrepreneurs to provide water, sanitation, health, entertainment, and education (via traditional media and mobile) to the community.
